How about finger painting?

The scraps of paper is ok. Just don’t know how you are going to do the paste thing. Maybe have glue in a container and let them (w/help) use a sponge brush to dab on glue. You are going to have to really supervise this because they most likely will want to use much more glue than needed and make a gluey mess!
