Are there any GENUINELY free Clip-Art resources on the internet?

Most of the so-called “free” clip-art sites I’ve seen in reality charge something. I was wondering if there is perhaps like an open source facility that offers pop-art and that kind of thing for amateur (and not so amateur) web sight construction.
