art programs for computers?

i want to get an art program for my computer like painting and drawing, since the ones you naturally get on ur computer sucks. i wanted to buy the drawing pad for my computer but its too expensive. so im wondering if theres any art program i can install in my computer to use for free. im planing to draw stuff like kawaii foods that i could post on the internet.
